Predlo\u017een\u00fd n\u00e1vrh upravuje poskytovanie stravn\u00fdch pouk\u00e1\u017eok a finan\u010dn\u00e9ho pr\u00edspevku na stravovanie zamestnancom.<\/p>\n\n\n\n<p>Parlament sa bude t\u00fdmto n\u00e1vrhom zaobera\u0165 na sch\u00f4dzi, ktor\u00e1 sa za\u010dne 30. janu\u00e1ra tohto roka. Ak ho poslanci schv\u00e1lia, bude sa uplat\u0148ova\u0165 od 1. j\u00fana tohto roka.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Poskytnutie gastrol\u00edstkov za mesiac pozadu<\/h2>\n\n\n\n<p>Liber\u00e1li navrhuj\u00fa explicitne zakotvi\u0165, \u017ee gastrol\u00edstky a tie\u017e finan\u010dn\u00fd pr\u00edspevok na stravovanie sa zamestnancovi poskytuj\u00fa za mesiac pozadu.<\/p>\n\n\n\n<p>Chc\u00fa t\u00fdm zamedzi\u0165 v\u00fdkladu, \u017ee stravn\u00e9 pouk\u00e1\u017eky sa poskytuj\u00fa zamestnancovi vopred, spravidla na za\u010diatku mesiaca, s od\u00f4vodnen\u00edm, \u017ee to vypl\u00fdva z ich n\u00e1zvu, z povahy ich ur\u010denia a inak sa zamestnanci nebud\u00fa ma\u0165 za \u010do stravova\u0165.<\/p>\n\n\n\n<p><em>\u201eD\u00f4vodom takejto navrhovanej zmeny je odstr\u00e1nenie viacer\u00fdch aplika\u010dn\u00fdch probl\u00e9mov. Zamestnanec takouto zmenou ni\u010d nestrat\u00ed, stravn\u00e9 pouk\u00e1\u017eky dostane len s \u201eposunom v \u010dase<\/em>\u201c.<em>\u00a0Zamestn\u00e1vate\u013eom na druhej strane ubudne zna\u010dn\u00e1 administrat\u00edvna z\u00e1\u0165a\u017e sp\u00f4soben\u00e1 komplikovanos\u0165ou syst\u00e9mu a spojen\u00e1 s viacer\u00fdmi aplika\u010dn\u00fdmi nejasnos\u0165ami,<\/em>\u201c zd\u00f4vod\u0148uj\u00fa n\u00e1vrh poslanci za SaS\u00a0Mari\u00e1n Viskupi\u010d,\u00a0Vladim\u00edr Ledeck\u00fd\u00a0a\u00a0Vladim\u00edra Marcinkov\u00e1.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Slovensk\u00e9 \u0161pecifikum<\/h2>\n\n\n\n<p>Syst\u00e9m tzv. stravovac\u00edch pouk\u00e1\u017eok je pod\u013ea opozi\u010dn\u00fdch poslancov tak trocha slovensk\u00fdm \u0161pecifikom, ktor\u00fd vo v\u00e4\u010d\u0161ine in\u00fdch kraj\u00edn nepoznaj\u00fa. Stravn\u00e9 pouk\u00e1\u017eky, resp. finan\u010dn\u00fd pr\u00edspevok na stravovanie je priamym finan\u010dn\u00fdm benefitom zamestnanca, ktor\u00fd sa do mzdy nezah\u0155\u0148a a pritom je s\u00fa\u010das\u0165ou zamestn\u00e1vate\u013eov\u00fdch n\u00e1kladov na zamestnanca.<\/p>\n\n\n\n<p><em>\u201eOkrem toho, \u017ee stravovacie pouk\u00e1\u017eky negat\u00edvne skres\u013euj\u00fa skuto\u010dn\u00fd pr\u00edjem slovensk\u00e9ho zamestnanca pri medzin\u00e1rodn\u00fdch platov\u00fdch porovnaniach, prin\u00e1\u0161aj\u00fa aj mnoho \u010fal\u0161\u00edch ved\u013eaj\u0161\u00edch negat\u00edvnych efektov. Administrat\u00edvne n\u00e1klady a administrat\u00edvna z\u00e1\u0165a\u017e s\u00fa iba jedn\u00fdm z nich,\u201c<\/em>\u00a0tvrdia liber\u00e1li.<\/p>\n\n\n\n<p>V\u00e4\u010d\u0161\u00edm probl\u00e9mom je pod\u013ea poslancov za SaS nevyjasnenos\u0165 predp\u00edsan\u00fdch postupov a variabiln\u00fdch v\u00fdkladov vypl\u00fdvaj\u00facich z ust\u00e1len\u00e9ho v\u00fdkladu, \u017ee stravn\u00e9 l\u00edstky sa musia poskytova\u0165 vopred, teda na za\u010diatku mesiaca, s od\u00f4vodnen\u00edm, \u017ee to vypl\u00fdva z n\u00e1zvu a \u00fa\u010delov\u00e9ho ur\u010denia, ktor\u00fdm je zabezpe\u010di\u0165, aby sa mal zamestnanec za \u010do stravova\u0165.<\/p>\n\n\n\n<p><em>\u201eAk zamestn\u00e1vate\u013e poskytne stravn\u00e9 pouk\u00e1\u017eky vopred, teda v prv\u00fd de\u0148 n\u00e1stupu do pr\u00e1ce, nie s\u00fa zriedkav\u00e9 pr\u00edpady, \u017ee novoprijat\u00fd zamestnanec sa v pr\u00e1ci na druh\u00fd de\u0148 neuk\u00e1\u017ee, lebo si napr\u00edklad na\u0161iel lep\u0161ie platen\u00fa pr\u00e1cu, \u010do je be\u017en\u00e1 prax manu\u00e1lne pracuj\u00facich zamestnancov,\u201c<\/em>&nbsp;upozornili.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Neopr\u00e1vnen\u00fd majetkov\u00fd prospech<\/h2>\n\n\n\n<p>Poskytnut\u00e9 stravn\u00e9 pouk\u00e1\u017eky s\u00fa tak pod\u013ea nich pre zamestn\u00e1vate\u013ea \u010dist\u00e1 strata a pre b\u00fdval\u00e9ho zamestnanca, de facto zlodeja, neopr\u00e1vnen\u00fd majetkov\u00fd prospech.<\/p>\n\n\n\n<p>Z aplika\u010dnej praxe s\u00fa pod\u013ea liber\u00e1lov zn\u00e1me pr\u00edpady, ke\u010f \u00fa\u010dtovn\u00edci nevedeli, ako spr\u00e1vne postupova\u0165 pri skon\u010den\u00ed pracovn\u00e9ho pomeru uprostred alebo na konci mesiaca, resp. pri \u00famrt\u00ed zamestnanca.<\/p>\n\n\n\n<p><em>\u201ePoskytovanie stravn\u00fdch pouk\u00e1\u017eok za obdobie sp\u00e4tne m\u00e1 mnoho praktick\u00fdch v\u00fdhod a iba jednu umelo vytvoren\u00fa, alebo umelo zveli\u010den\u00fa a pritom dokola verejne opakovan\u00fa nev\u00fdhodu, a s\u00edce, \u017ee \u201e\u013eudia nebud\u00fa ma\u0165 \u010do jes\u0165\u201c. Pod\u013ea tejto logiky by sa aj mzda mala vypl\u00e1ca\u0165 popredu, na za\u010diatku mesiaca, aby \u013eudia mali \u010do jes\u0165 aj mimo obeda, napr\u00edklad na ra\u0148ajky a ve\u010dere, pr\u00edpadne aby mohli niekde b\u00fdva\u0165 a by\u0165 oble\u010den\u00ed,\u201c<\/em>&nbsp;tvrdia poslanci za SaS.<\/p>\n\n\n\n<p>V\u0161ade vo svete st\u00e1ro\u010diami akceptovan\u00fd syst\u00e9m pod\u013ea nich funguje tak, \u017ee zar\u00e1baj\u00faci \u010dlovek \u017eije z v\u00fdplaty za predch\u00e1dzaj\u00face obdobie. \u201e<em>Aj absolventi stredn\u00fdch a vysok\u00fdch \u0161k\u00f4l dostan\u00fa prv\u00fa v\u00fdplatu a\u017e zhruba po piatich a\u017e \u0161iestich t\u00fd\u017ed\u0148och po n\u00e1stupe do zamestnania, dovtedy tie\u017e musia z nie\u010doho \u017ei\u0165 a nie je zn\u00e1me, \u017ee by niekto z nich po\u010das tohto obdobia trpel nedobrovo\u013en\u00fdm hladom, lebo sa nemal za \u010do nara\u0148ajkova\u0165 a nave\u010dera\u0165,\u201c<\/em>\u00a0uviedli.<\/p>\n\n\n\n<p>Predlo\u017een\u00fd n\u00e1vrh syst\u00e9m gastrol\u00edstkov neru\u0161\u00ed, nikomu neberie pr\u00e1vo na obedn\u00fa prest\u00e1vku a tepl\u00fa stravu. \u201e<em>Jedinou zmenou je, \u017ee stravn\u00e9 pouk\u00e1\u017eky sa bud\u00fa zamestnancovi poskytova\u0165 sp\u00e4tne za predch\u00e1dzaj\u00faci mesiac a to v po\u010dte, v akom na ne re\u00e1lne vznikol n\u00e1rok,<\/em>\u201c dodali poslanci za SaS.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>14.1.2024 \u2013 Trojica poslancov za stranu\u00a0Sloboda a Solidarita (SaS)\u00a0predlo\u017eila do parlamentu n\u00e1vrh na noveliz\u00e1ciu Z\u00e1konn\u00edka pr\u00e1ce.
